Tacoma Shade Phillips, 25 of Rome, was arrested this week after reports said he aggressively grabbed another person and then knocked them to the ground.
The victim suffered visible injuries to their right knee and left shin.
The incident occurred at a home on Price Road.
Phillips is charged with battery.
