Jamal Lashawn Richmond, 46 of Rome, was arrested this week after reports said he failed to get his dog medical attention after he was struck by a car approximately two weeks ago.
Reports said that the animal suffered two broken ribs in the accident.
Richmond is charged with aggravated cruelty to animals.
