Joseph Eugene Morrison Jr, 66 of Rome, was arrested this week after reports said officers found numerous kittens living in unsanitary condition.
Reports added that one kitten was found dead among the litter of seven.
Morrison is charged with aggravated cruelty to animals and seven counts cruelty to animals.
