Travis Dewayne Proctor, 38 of Rome, was arrested this week after reports said he took a vehicle from another person and then refused to return it.
Reports added that Proctor stopped contacting the victim and then refused to return the vehicle from its owner.
The vehicle was valued at $1,500.
The incident occurred back in July 2022.
Proctor is charged with theft by taking a motor vehicle.
