Dominique Ladell Porter, 39 of Rome, was arrested this week after police said they observed him toss a bag of suspected methamphetamine out of a car window.
Reports added that Porter then became passive and resistant to officers while being detained.
The incident occurred near the intersection of East 2nd Street and Mark Groves Road.
Porter is charged with possession of meth and obstruction.
