Joel Hubert Vinson, 71 of Rome, was arrested this week after reports said he maliciously starved four dogs. One dog was also found suffering from a server UTI, which needed emergency vet care. Another dog was found with a severe eye infection which caused its eye to protrude from the socket.
Each of the dogs was found with its ribs, lumbar, vertebrae and pelvic bones all prominent.
Vinson is charged with five counts aggravated cruelty to animals.
