Elmer Antonio Ramos, 38 of Louisville, was jailed in Rome after reports said he was found in possession of a stolen 2020 Honda Accord.
Reports said that Ramon was found with the car at a home on Chateau Drive.
Ramos is charged with theft by receiving stolen property.
