Stephen Clifford Bell, 33 of Rome, was arrested this week after police said he injured an 11 year-old boy who was having an altercation with his (Bell) sister.
Reports added that Bell grabbed the victim and swept his legs from under him. The incident resulted in the victim falling and hitting his head.
Bell is charged with battery and cruelty to children in the first degree.
