Antarious Datrell Brown, 32 of Rome, was arrested this week after he was allegedly recorded stating that he was going to strike another person in the mouth and face.
When officers arrived on the scene, Brown allegedly refused to follow commands to get up.
The incident occurred at a location on Porter Street.
Brown is charged with five counts felony obstruction of police, disorderly conduct and terroristic threats/acts.
