Kevin Logan Scott Drought, 22 of Rome, was arrested this week after reports said he attacked a woman in front of two children at the Circle K on Shorter Avenue.
Police said that Drought grabbed the woman by the arm and hair, which resulted in physical pain for the victim.
Drought is charged with simple assault and two counts cruelty to children in the first degree.
