Anthony Jamal Culver, 28 of Rome, was arrested this week after reports said he destroyed property belonging to a woman, and then refused to allow her to call 911 for help.
Police stated that Culver damaged the woman’s clothing and telephone during the altercation at a home on Welcome Hill Trail.
The victim also reported that Culver damaged her phone so that she could not call 911 for help.
Culver is charged with obstructing a person making a 911 call, 2nd degree criminal damage to property and probation violation.
