Kenneth Wayne Burkhalter, 47 of Silver Creek, was arrested this week after reports said he hit another person with a cellphone.
According to reports, Burkhalter swung his hand behind himself with making contact with the victim.
Authorities added that the victim suffered a bruise to their chin.
Burkhalter is charged with battery.
