Scott Timothy Watson, 58 of Rome, was arrested this week after reports said he threw baby powder all over a woman during an altercation.
Police went on to say that Watson proceeded to make a bucking motion toward police while they were taking him into custody.
Watson is charged with simple assault and battery.
