Kadalyn Jevino Thomas, 23 of Rome, was arrested this week after reports said he gave a 13 year-old female a vape cartridge.
Reports said that the minor was seen on video holding a vape. She late told police that Thomas purchased the item for her.
Investigators stated that they used cellphone videos and photos to confirm Thomas was responsible for providing the item to her.
Thomas is charged with contributing to the delinquency of a minor.
