Kenneth Rolland Edwards III, 40 of Rome, was arrested this week after police said he threw a bag of suspected methamphetamine down on the road by Alabama Highway.
Police said that they observed Edwards committing the act.
Edwards is charged with possession of methamphetamine and tampering with evidence.
