Nigel Kante Staples, 36 of Rome, was arrested this week after reports said he approached another vehicle while stopped at the intersection of Riverside Parkway and Turner McCall Blvd and began to yell and scream at them.
Police added that Staples committed the acts while standing in the middle of the roadway.
When police arrived Staples allegedly refused to cooperate with officers by not placing his hands behind his back. Officers stated that Staples had to be physically restrained while being placed in handcuffs.
Staples is charged with disorderly conduct and three counts obstruction.
