Justin Bryan Hilyer, 34 of Rome, was arrested this week after reports said he was found intoxicated in public on property belonging to the Rome Housing Authority.
Police said that Hilyer was acting in a loud and boisterous manner while repeatedly knocking on doors.
Reports went on to say that Hilyer refused to comply with officers when they arrived on scene.
He is charged with public drunk and obstruction.
