Timothy Steven Beam, 51 of Rome, was arrested this week after reports said he stole an unspecified Chevrolet vehicle and then proceed to drive it around a brick apartent building on East 14th Street before slamming it into the side of the home.
Police added that they found Beam sitting in the vehicle incoherent and rambling to himself.
He was taken to a local hospital where he was found in possession of a bag of methamphetmaine.
Beam is charged with theft by taking a motor vehicle, theft by receiving stolen property, 2nd degree criminal damage to property, possession of methamphetamine, DUI, driving on a suspended license and criminal trespass.
