A 54 year-old homeless Rome man, Juan Monte Elder, was arrested this week after reports said he burglarized a liquor store on North Broad Street.
Police added that when they attempted to take Elder into custody he refused to comply with commands.
Elder is charged with two counts obstruction and first degree burglary.
