Buster Bill Kitchens, 44 of Rome, was arrested this week after reports said he was found breaking into another’s car on Cave Spring Street.
Police said that Kitchens attempted to flee the scene when officers arrived on scene.
Authorities added that Kitchens then disobeyed officers while being placed under arrest.
He is charged with entering an automobile with intent to commit a theft or felony, loitering and three counts obstruction.
