Justin Cody Lee Higgins, 38 of Rome, was jailed for the second time in less than a month after he was allegedly found in possession of methamphetamine.
Reports said that Higgins was found with the drugs near the intersection of Shoreline and Simpson Drives.
Higgins is charged with possession of meth and failure to appear.

Justin Cody Lee Higgins, 38 of Rome, was arrested this week after reports said he opened a credit car using another person’s identity without their permission.
Reports stated that Higgins used the victim’s identity to open a Fingerhut credit card back in January.
Higgins is charged with felony identity fraud.
