Elizabeth Ruth Massengale, 39 of Rome, was arrested this week after reports said she was seen throwing her belongings on the sidewalk while yelling curse words in public.
The incident occurred on Shorter Avenue at Redmond Circle.
Massengale is charged with disorderly conduct.
