Richard David Whittington, 22 of Rome, was arrested at the Wishy Washy on Shorter Avenue after he allegedly showed his penis and began to stroke in in public.
Reports said that an employee of the Wishy Washy witnessed the act.
Whittington is charged with public indecency.
