Ernesto Marrouquin Rodrigues, 42 of Rome, was arrested this week after an investigation revealed that he was in possession of a 21 second video featuring a child between the ages of 9 and 13 years-old masturbating.
Reports added that the video was sent through Facebook Messenger sometime last December.
Rodrigues is charged with computer child pornography
