Rowell Jerry Manning Jr, 56 of Rome, was arrested this week when reports said he began to be disorderly following him attempting to shoplift from Walmart.
Reports said that Manning was found to be intoxicated upon approach. He then allegedly began to use vulgar language while acting disorderly and placing a person in fear of their safety.
Manning is charged with disorderly conduct, shoplifting and disorderly conduct.
