Glenard Dale Monroe, 48 of Rome, was arrested this week after police said they found him attempting to solicit money at the intersection of Ga 1 and GA 101.
Police stated that while investigating the incident he refused to comply with officers and attempted to run away from the scene.
Monroe is charged with improper solicitation of money by use of invoice for goods and obstruction of law enforcement.
