Woodie James Sudler, 47 of Rome, was arrested this week The after police said he grabbed a woman by the wrist in an aggressive manner when he attempted to call 911 for assistance.
The incident occurred at a location on Redmond Road.
Sudler is charged with simple battery and hindering a person making an emergency call.
