Demetricus Depray Hamlin Jr, 23 of Rome, was arrested this week after reports said he was stumbling in the roadway at the intersection of East 6th and River Avenue.
Reports said that Hamlin was found under the influence of synthetic marijuana during questioning.
Hamlin then proceeded to flee from officers before eventually being captured.
