Anthony Michael Rule, 30 of Lindale, was arrested at the Floyd County library after he appeared drunk and staggered though traffic before falling down in the parking lot.
Police stated that the incident occurred just before 8am Tuesday.
Rule is charged with public drunk and hold for court.
