David Jackson Floyd, 25 of Rome, was arrested this week after he acted in a violent and tumultuous manner after using vulgar words and rants, which breached the peace of those nearby.
Police added that Floyd refused officers commands numerous times while being placed in custody.
Floyd is charged with disorderly conduct and willful obstruction.
