Richard Donald Mask Jr, 50 of Rome, was arrested at Central Plaza this week after reports said he exposed his genitals and buttocks while using loud and boisterous language in the presence of numerous families.
The incident occurred back on April 5th.
Mask is charged with public indecency and disorderly conduct.
