Jacob Austin Lowe, 20 of Silver Creek, was arrested this week after reports said he injured a 2 year-old child, causing them to require medical attention.
Reports stated that Lowe “consciously disregarded a substantial risk” which resulted in an injury to the neck and face of the child.
Lowe is charged with reckless conduct and cruelty to children.
