David Deonte Milton, 36 of Rome, was arrested outside a home on Calhoun Avenue after he was allegedly found under the influence of synthetic marijuana in the middle of the street barely able to stand.
Police added that Milton also had a hard time speaking.
Milton is charged with pedestrian under the influence.
