Isiah Sullivan, 23 of Cedartown, was arrested in Rome this week after he was allegedly found shoplifting at Wal-Mart.
Reports stated that after authorities placed Sullivan in custody he refused to identify himself and answer questions.
Sullivan is charged with theft by shoplifting and obstruction of law enforcement.
