Charles Elrod Kennedy, 44 of Rome, was jailed over the weekend after he allegedly pulled down a 16 year-old females pants and offered her $20 to perform an illegal act.
Reports stated that the act occurred in the early morning hours of April 25, 2017 at a home on 14th Street.
OcKennedy is charged with enticing a child for indecent purposed and probation violation.
