James Howlett Woodruff, 64 for Rome, was arrested this week after authorities said he continually called 911 for not emergency reasons.
Reports stated that Woodruff repeatedly called 911 and told them that his lights near his door is being left on by his roommate.
Woodruff is charged with unlawful conduct during a 911 call.
