Floyd County police arrested 34 year-old Ramona Ann Milstead, of Lindale, this week after she allegedly failed to provide heat or water for her two children. Reports said that her 7 and 8 year-old children were left in the care of a mentally-handicapped person who could not properly care for them.
Reports added that the children stuck a piece of cardboard on a hot over, which resulted in a fire, and the fire department being called to the home. While there authorities reported that the home was in an extremely unsanitary condition.
Milstead is charged with felony second degree cruelty to children and parole violation.
