Rome police arrested 34 year-old Tara Caprice Willetts, of Rome, this week after they said she placed a child in unsanitary conditions without adequate facilities and proper food. Reports said that narcotics were also being smoked around the child.

The child was placed in DFCS custody.

She is charged with 1st degree cruelty to children Friday.

Three others were also arrested at the home: William Harold Parris Sr, 48 of Silver Creek, who was charged with possession of less than an ounce of marijuana, obstruction of officers and a probation violation, Devin Ray Dockery, 23 of Rome, charged with possession of less than an ounce of marijuana and obstruction and 18-year old Lauren Ruth Black of Lafayette , who was charged with obstruction after she allegedly tried to hide from officers.
Officers said that Dockery allegedly tried to hide from police and dispose of a small amount of marijuana.
