Marcus Trey Kelley, 20 of Rome, was arrested this week after reports said he stole over $500 in edible goods from Publix along with numerous minors.
Reports said that Kelley encouraged children aged 13, 15 and 16 to participate in the theft.
Kelley is charged with theft by shoplifting and felony contributing to the delinquency of a minor.
