Elmer Dan Hartline Jr, 64 of Rome, was arrested this week after reports said he removed his clothing and defecated in the parking lot of Complete Cash on North Broad Street.
Reports stated that Hartline was recorded on video surveillance exposing his sexual organ to the public. They added that he could be viewed from Forsyth Street and Anderson Street.
Authorities added that Hartline left the toilet paper he used to clean himself on the ground next to the dumpster.
Hartline is charged with public indecency, littering and probation violation.
