Michael James Klass, 46 of Morgantown WV, was arrested at the Floyd County Administration building drunk and loitering.
Reports said that Klass was impaired to the point that his abilities were impaired. Police added that Klass had no legitimate business to conduct at the location.
Klass is charged with public drunk and loitering.
