A 37-year-old Cedartown man, Edgar Ramirez-Perez, is facing multiple charges following a reported hit-and-run and subsequent encounter with police on Oct. 2, 2026, on Highland Avenue and Noyes Street.

According to a Cedartown Police Department incident report, officers responded to Highland Avenue following a report of a hit-and-run. An officer spoke with the complainant and observed damage to the vehicle before beginning a search of the surrounding area for the suspected driver.

While checking the area near the top of Noyes Street, the officer spoke with several people outside a residence. They told police that the male involved in the incident had fled eastbound on Noyes Street.

The officer later returned to Noyes Street and reportedly saw the suspect, identified as Edgar Ramirez-Perez, standing between two vehicles.

According to the report, the officer instructed Ramirez-Perez in both English and Spanish to approach. The officer reported that Ramirez-Perez appeared intoxicated, citing his glossy eyes and demeanor. After several commands, Ramirez-Perez allegedly walked away toward the porch of a residence where he removed his penis and urinated.

The officer followed and attempted to detain him. During the encounter, the officer reported seeing a weapon on the ground between himself and Ramirez-Perez.

According to the report, Ramirez-Perez pulled his arm away when the officer attempted to detain him. The officer then placed him in handcuffs and removed him from the porch.

Police said Ramirez-Perez subsequently turned away from the officer, exposed himself and began urinating on the porch of a residence on Noyes Street. Officers ordered him to stop, but he allegedly refused.

The report states that officers then physically placed Ramirez-Perez inside a patrol vehicle. Another officer contacted the residents of the home, who reportedly said they did not know Ramirez-Perez and that he had knocked on their door only minutes earlier.

Ramirez-Perez is charged with public indecency, loitering, public drunkenness, hit and run, dui, driving on a suspended license and resisting police.
