Michael Joseph Moore, 42 of Rome, was arrested this week after reports said he allowed his 10 year-old daughter to live in deplorable conditions.
Police said that a review of the home on North Broad Street led them to find trash, toys, dirty clothing, and old food over home. Officers went on to say that they also found broken furniture, a bed with a torn mattress that was stained, holes in the walls and substance over the walls.
The floor was also covered in a brown grimy substance as were the kitchen counters, cabinets and doors. Officers also found animal feces throughout and the home smelled of ammonia.
Moore is charged with first degree cruelty to children.
