Yvonne Deneen Sullivan, of Rome, has been charged with reckless conduct following a June 25 incident in which her three dogs allegedly broke free from a fenced yard and attacked three individuals.
The reports state the victims suffered lacerations, puncture wounds, and scratches, with all three transported to Atrium Health Floyd for medical care.
One victim sustained particularly severe injuries, including loss of flesh near the elbow, according to the affidavit.
The filings also note that Animal Control Officer Patrick Dupree had previously warned Sullivan about the dogs on May 20, more than a month before the attack.
