Charles Wesley Kown, 55 of Summerville, was arrested in Rome after reports said he physically prevented a woman from calling 911 for assistance.
Police said that Kown physically removed the victim’s cellphone while she was attempting to call 911 at Berry College.
Kown is charged with obstruction of a person making a 911 call.
