Michael Brian Ragland, 51 of Chattanooga, was arrested at West Rome Walmart after attempting to steal $353.85 worth of fishing poles and household items.
Police say Ragland attempted to steal $296 worth of merchandise from Walmart after passing all points of pay.
Ragland was then reported to have attempted to steal $57.85 worth of merchandise by returning stolen items.
Reports say Ragland was previously banned from Walmart
Ragland is charged with criminal trespass, refund fraud, and theft by shoplifting.
