A 52 year-old Rome man, Joseph Richardson Adams, was arrested this week after reports said he was found drunk and prowling around a business at 2 am in the morning.
Police said that Adams was found with an alcoholic beverage and an odor coming from his breath. Officers added that Adams refused to place his hands behind his back.
Adams is charged with public drunk, loitering and obstruction.
