James Walter Baker, 44 of Rome, was arrested this week after reports said he made a false complaint to law enforcement.
Police went on to say that Baker later spoke with a Juvenile Court Probation Officer and said that he was going to kidnap a person.
Baker is charged with false statements and writings and terroristic threats/acts.
