Police reports from the Summerville Police Department detail several incidents involving a local man that required repeated law enforcement responses and ultimately led to multiple arrests. Authorities say the incidents involved Jerry Luallen, who officers encountered in a number of situations that police described as involving erratic behavior and signs of intoxication.

In one case, officers were called to a property along Georgia State Route 48 after a woman reported Luallen was standing outside her truck on the property. According to the police report, Luallen had previously been warned by both the property owner and law enforcement not to return to the location.

When officers arrived, they saw Luallen walking across the highway and later made contact with him on Union Street. Police said Luallen became emotional during the encounter, telling officers he was “just walking through” and that he “loved her.” Authorities reported that he initially resisted verbal commands before eventually complying and being taken into custody. Officers also noted it was the third time he had returned to the property after being told not to come back.

In a separate call along Highway 48, police responded after a resident reported a suspicious person coming onto the property. The complainant told officers that Luallen had repeatedly approached the home, knocking on the door, drawing hearts in the dirt, and leaving items behind.

Officers later located Luallen behind Jim’s Restaurant. According to the report, officers observed several signs of intoxication, including slurred speech and a strong odor of alcohol. During a pat-down search, officers discovered a butcher knife. Luallen was taken into custody on a charge of Pedestrian Under the Influence and transported to the Chattooga County Jail.

In another incident, officers reported seeing Luallen standing in the roadway on U.S. Route 27 near Kelly Street. Police said his actions caused southbound traffic to slow and stop. According to officers, Luallen moved into the center turn lane and began dancing in the roadway before running across traffic lanes, continuing to disrupt traffic.

Police said he appeared unsteady on his feet and showed additional signs of intoxication. He was arrested and charged with public intoxication.

Reports indicate the incidents involved unusual behavior and alcohol-related issues that prompted multiple responses from Summerville officers.
