Ralph Neal Barber, 26 of Dallas, was arrested this week after reports said he was found loitering and prowling around the Islamic Center of Rome on Shorter Avenue.
Reports said that he was taken into custody just after 4 am.
Police said that a business directly across the road had a burglary alarm set off less than an hour prior to them finding Barber.
Reports added that Barber refused to roll down his window or get out of his vehicle despite numerous request to do so by police. Officers went on to say that they had to break the window and assist him out of the car.
Barber is charged with loitering and obstruction.
